{"id":11635,"date":"2020-05-06T09:44:07","date_gmt":"2020-05-06T16:44:07","guid":{"rendered":"https:\/\/www.destinationbigbear.com\/blog\/?p=11635"},"modified":"2022-07-06T04:53:49","modified_gmt":"2022-07-06T11:53:49","slug":"big-bear-pandemic-response-plan-committee","status":"publish","type":"post","link":"https:\/\/www.destinationbigbear.com\/blog\/big-bear-pandemic-response-plan-committee\/","title":{"rendered":"Big Bear Pandemic Response Plan Committee"},"content":{"rendered":"<h1>PANDEMIC RESPONSE PLAN COMMITTEE<\/h1>\n<p>MONDAY, MAY 4, 2020<br \/>\nMEETING SUMMARY<\/p>\n<p>The Committee Members were able to reach a consensus on the following items to<br \/>\nbe included in Phase 1 of the proposed City of <a href=\"https:\/\/www.destinationbigbear.com\/blog\/stay-play-winter-cabin-giveaway\/\">Big Bear Lake<\/a> Pandemic Response<br \/>\nPlan (\u201cPlan\u201d):<\/p>\n<ul>\n<li>Plan should be simple, easy to understand, and easy to communicate<\/li>\n<li>Plan should have a basic reliance on social distancing, face coverings, hygiene<\/li>\n<li>Limit business occupancy in some reasonable way, but make sure limits still<br \/>\nallow for profitable business activities<\/li>\n<li>All businesses should be able to operate and should rely on best practices for<br \/>\neach business segment<\/li>\n<li>There should be parity among each business segment and treat all businesses<br \/>\nin same segment equally<\/li>\n<li>Messaging should be consistent, utilize signage, public communications<br \/>\nplatforms<\/li>\n<li>Need for effective social pressure, coupled with targeted enforcement<\/li>\n<li>Need to act quickly and be nimble<\/li>\n<\/ul>\n<p>The Committee Members participated in a discussion that identified several<br \/>\nadditional key items that they feel need to be incorporated in Phase 1 of the City of<br \/>\nBig Bear Lake\u2019s revised Plan. Following is a list of these proposed ideas:<\/p>\n<p>Businesses would be required to implement \u201cbest practices\u201d that are<br \/>\nrecommended by local committee, State boards, trade groups, and\/or any other<br \/>\napplicable regulatory agency. The plan will include face covering protocols which would be; individuals are<br \/>\nrequired to have appropriate face coverings (they should be kept on their person at all times) and must be used when interacting within close proximity<br \/>\nwith others at stores, restaurants, parks, path, etc.<\/p>\n<p>In addition to other best practices within the lodging industry, vacation rental<br \/>\nmanagers should direct guests to either bring their own food and supplies (i.e.<br \/>\npaper goods) with them from their home location and\/or to order meals from<br \/>\nour local restaurants. This is in an effort to preserve local supplies for the<br \/>\nresidents within our community.<\/p>\n<ul>\n<li>Phase 1 of the Plan would limit lodging and <a href=\"https:\/\/www.destinationbigbear.com\/blog\/summer-big-bear-cabin-giveaway\/\">vacation rentals<\/a> to 50% of their<br \/>\nunits occupied at any one time. City staff was directed to develop a fair plan<br \/>\nfor self-managed rentals to comply with this limit.<\/li>\n<li>Received public comment regarding the possibility of temporarily suspending<br \/>\nthe In-Person check in process currently required by the City\u2019s private home<br \/>\nrental program.<\/li>\n<li>\u00a0In addition, the Plan would limit most business activities to a 50% occupancy<br \/>\nlimit PLUS the requirement for customers to maintain at least 6 feet of<br \/>\nseparation, with the added following specific parameters being discussed:<\/li>\n<li>For restaurants, 50% applies indoors<\/li>\n<li>For restaurants, 6 feet distancing applies for outdoor dining<br \/>\nFor grocery stores, 6 feet distancing applies<\/li>\n<li>Have the Plan allow outdoor dining and retail displays on the business\u2019 own<br \/>\nproperty. The Committee directed City staff to explore possible options related<br \/>\nto temporarily suspending any current regulatory requirements.<\/li>\n<li>The possibility of the Plan allowing outdoor dining and retail displays on<br \/>\nsidewalks and\/or streets in The Village and additional locations throughout the<br \/>\nCity. Staff was asked to consider mechanisms to temporarily suspend current<br \/>\nrequirements; the items that will need to be explored include liability issues,<br \/>\nState \/ County restaurant requirements, and Alcoholic Beverage Control<br \/>\n(ABC) regulations.<\/li>\n<li>Chamber to work with local businesses to develop incentives for seniors to feel<br \/>\nsafer and\/or encourage shopping for example, dedicated hours, obtain bargains<br \/>\non historically slower weekdays (Senior Tuesday?) and early bird restaurant<br
